Production Items are designed to assist with the script breakdown process - where someone goes through the script and figures out what guns need to be bought, what crazy hairstyles will be made, which characters (and thus actors) appear in what scenes, and so on - so that when it comes time to film the movie/TV show/etc, the logistics are all in hand.

They can also be a help to the writer - at the very least, showing where the writer has failed to explicitly identify a character as being in a scene, or keeping track of an important prop (a statuette of a falcon, for example).
